The Hub App is not really wi-fi. It is an internal messaging platform with content pertaining to your ship. It's great. If you want to contact anyone off the ship or without the Hub, you will need to buy a wi-fi package.
There is no charge to connect to Carnival's wifi. Without paying for a wifi package, you will have access to the HUB app not the messaging feature and Carnival.
If you would like access to anything else, you will need to purchase a wifi package. The only additional thing to purchase is the chat feature. So, technically if you have wifi you can access the internet.

These charges can be quite expensive, so callers considering using a cell phone in this manner should check with their cellular providers to find out how much roaming and text charges will be during the trip.
To avoid all roaming charges by the cellular provider, switch the phone to airplane mode upon boarding.
