How to change wii game region code

The cursor motion is extremely juddery, and won't properly display its position onscreen. Tweaking the sensitivity hasn't helped in any noticeable way. From the troubleshooting tips the only thing I can see that may be the cause is there being too much sunlight, which I thought wouldn't be a problem in England.
